In Malaysia both the car insurance and road tax are compulsory for the car to run on the Malaysian road. Road tax is paid to the government authority through the Ministry of Transport (JPJ) https://www.jpj.gov.my/en/web/main-site/putrajaya in order for the government to maintain good road running conditions nationwide.
